Jax Beach approves contract for new golf carts

The Jacksonville Beach City Council approved a new $592,347 equipment lease for the golf course's cart fleet Monday, agreeing to exit the current lease seven months early after unusually heavy play wore the carts down faster than expected.

The Jacksonville Beach City Council approved a new $592,347 equipment lease for the golf course's cart fleet Monday, agreeing to exit the current lease seven months early after unusually heavy play wore the carts down faster than expected.

Trevor Hughes, the city's chief of parks maintenance and development, told the council the Jacksonville Beach Golf Club hosts more than 65,000 rounds a year, compared with 35,000 to 40,000 rounds at an average public course, according to a staff memo included in the agenda packet. The heavier use has accelerated mechanical wear, driven up maintenance costs and downtime, and hurt the fleet's overall appearance, the memo states.

The current 72-cart E-Z-GO lease runs 52 months and was set to expire in April 2027. E-Z-GO agreed to forgo the remaining seven months and offer a new 42-month lease, with new carts available in October 2026, according to the memo.

The new lease covers 72 golf carts, 72 replacement GPS units, one utility vehicle for hauling trash and supplies, and one range picker for collecting driving range balls. The procurement was made through the OMNIA Partners Cooperative Purchasing Program, a competitively solicited and publicly awarded contract vehicle, the memo states.

The three lease agreements together cost $14,103.50 a month, for a total of $592,347 over the 42-month term, according to the memo. Funding comes from the golf course's operating budget.

Council Member Bruce Wouters asked staff to confirm the funding source before voting. Hughes said the cost is paid from the golf course enterprise fund, not the city's general fund.

The council approved the arrangement through three separate resolutions, each passing by a unanimous roll-call vote:

•  Resolution 2222-2026 authorizes a lease, dated Aug. 5, for 72 2027 E-Z-GO RXV ELiTE golf cars between the city and The Huntington National Bank, at a monthly cost of $10,764.

•  Resolution 2223-2026 authorizes a lease, also dated Aug. 5, for 72 PACE 10EX GPS units with The Huntington National Bank, at $2,736 a month.

•  Resolution 2224-2026 authorizes a lease, also dated Aug. 5, for one 2027 Cushman 800X gas vehicle and one 2027 Cushman Hauler Pro ELiTE, also with The Huntington National Bank, at $603.50 a month.
